Making a submission

Under Section 13 of the Films, Videos, and Publications Classification Act 1993, anyone can submit an unclassified publication for classification to the Office (for example, you may be concerned about the content of a music recording or the display of magazines in a local dairy).

Your submission should include:

  • A covering letter outlining your reasons for wanting the publication classified (optional).
  • A copy of the publication you want to be classified (if this is not possible, the Classification Office will try to obtain the publication)
  • A completed application form (PDF v7.0, 82kb) and the correct fee (you can apply to have the fee reduced as part of your submission)

The Chief Censor must give permission before a publication can be submitted under Section 13. The Chief Censor will take into account the information provided on your application form in making this decision.

If permission is granted, you will be informed and the censorship process will begin. If permission is not granted you will be given written notice, including the reasons for the refusal. You will also receive a refund of the fee you paid.

If the Chief Censor has granted permission for a submission to be considered, other parties with an interest in the classification (e.g. the distributor of a publication) will be invited to make a written submission.
